Claire Hughes leads Options’ social development work on the DFID
Partnership for Transforming Health Systems (PATHS2) programme in Nigeria, 2008–2014. Options is leading the demand side output of the Abt-led programme – a major portion of the programme which aims to increase the demand for, and utilisation of primary health care services.
Claire is a social development specialist with over 10 years’ experience working internationally at policy, programme and community levels. Claire specialises in the areas of service delivery, specifically in health, education and social protection, and has a particular interest in the promotion of citizen voice and state accountability, social inclusion and equity. She has a strong track record in strengthening the role civil society plays in policy development and programme delivery, including through the design, management and supervision of civil society challenge funds.
Claire has led social development inputs to the design and implementation of DFID programmes, and also has experience with multilaterals such as the World Bank and UNICEF. Her geographical experience spans Albania, Georgia, Iraq, Kyrgyzstan, Nigeria, Pakistan, Romania, Russia, Serbia, Tajikistan, Ukraine, Uganda, Uzbekistan. Claire is a fluent French and Russian speaker.
