Kirstan Hawkins
Head of PEER and Social Development Unit
Kirstan Hawkins has over 20 years' experience as a social
researcher, Her key expertise includes social analysis and appraisal
of reproductive and sexual health programmes, including the elaboration
of rights-based approaches and analysis of barriers to access to health
services; HIV & AIDS policy development and programme design at
senior level with government and donors; participatory approaches to
design and monitoring of health interventions; development of
programmes focusing on young people including community based
initiatives; user perspectives and quality of care of health services,
especially in relation to NGO projects in primary health. Prior to
joining Options, Kirstan worked with the Centre for Development
Studies, University of Wales Swansea, and the International Planned
Parenthood Federation. She has particular experience in Africa, Asia
and Latin America.

Professor Neil Price
Academic Partner, Centre for Development Studies, University
of
Swansea
Neil has 30 years’ consultancy and research experience in
social, institutional and policy analysis in over 30 countries in Asia, Africa,
Latin America/Caribbean, Pacific, and
Middle East.
His consultancy work has included policy analysis, programme design and
appraisal, and monitoring and evaluation in HIV & AIDS, reproductive and
maternal health. Neil has led programme design teams for DFID and other
development agencies. Neil is our lead academic partner in the development of
the PEER methodology and provides ongoing technical inputs into the work of the
Unit.

Ben Rolfe
Research and Reproductive Health Specialist
Ben Rolfe is a health services and social research
specialist with ten years' experience researching health service access
and behaviour change. A specialist in Participatory Ethnographic
Evaluation Research (PEER) methods, Ben has a particular interest in
working with hard-to-reach populations. He has strong track record
supporting organisations in conducting participatory research, and to
use research evidence for design and decision-making. His work focuses
around both behaviour change, and supporting the development of
accountable and demand responsive sexual and reproductive health
services. He has a wide range of country experience, particularly in
South and East Africa, Cambodia, India, and Nepal.

Joanne Hemmings
Reproductive Health Research Specialist
Joanne Hemmings is a specialist in ethnographic methods,
demographic techniques and survey design and the integration of
qualitative and quantitative approaches in reproductive and sexual
health. She has training skills in demographic and statistical research
methods and qualitative methods and analysis. She is experienced in
designing, implementing and analysing the results of a range of
qualitative approaches. She is highly skilled in designing and testing
sexual behaviour survey instruments, including the development of risk
behaviour indicators. Joanne has experience facilitating research
dissemination at community and policy level, and interpreting and
communicating statistical information and ethnographic data for
non-expert audiences. She has country experience in Malawi, Jamaica and
UK. Her PhD explored the impact of infertility on womenÙs lives in
Malawi, integrating qualitative life history data with analysis of
survey data.

Kate Norman
Community Health Specialist
Kate Norman is a consultant and programme manager with over five
years' developing country experience, particularly in the Asia Pacific
region. She specialises in providing technical assistance to Government
Departments of Health, NGOs and bilateral health programmes
particularly in the areas of community health programming and research,
behaviour change, health promotion, capacity building and training.
Kate has worked with and for a number of international donors including
United States Agency for International Development (USAID), Australian
Government Overseas Aid (AusAID), United Kingdom Department for
International Development (DFID) the Asian Development Bank (ADB) and
the German Development Bank KfW.

Rachel Grellier
Southern Africa Regional Representative, Social Development Specialist
Rachel Grellier is a social development specialist with experience
of HIV & AIDS, gender, reproductive and sexual health. She has led
situation/impact assessments, output-to-purpose reviews (OPRs),
evaluations and reviews and is experienced in using a range of methods
to obtain household, community and stakeholder perspectives. She has
undertaken consultancies and research on national and multi-sectoral
socio-economic impacts of HIV & AIDS and mitigation strategies in
southern, east, central and west Africa.
Rachel has experience in
reviewing and evaluating issues of gender, equity, rights, poverty etc.
within projects and programmes. Rachel also has over ten years'
expertise in the UK and overseas designing, undertaking, managing and
supervising research studies on HIV & AIDS and maternal and
reproductive health. Based in Johannesburg, South Africa, Rachel is Options' regional representative for Southern Africa.

Rachel Kirk
PEER Projects Manager
Rachel is the project manager of the PEER projects. She
has experience working with international donors including the EU, DFID, KfW
and the Global Fund. Rachel is also experienced at developing communication and
dissemination initiatives in conjunction with stakeholders. She is the
Knowledge Manager for the Caribbean Social Marketing Programme for HIV and AIDS
Prevention (CARISMA) managed by Options on behalf of KfW and PANCAP. Rachel is
fluent in Spanish and has worked in
Mexico
and the
Caribbean region.
The
PEER unit is a collaboration between Options and the Centre for Development Studies,
Swansea University
. The Unit specialises in providing
capacity building and technical assistance in the PEER approach, and in
translating the results into actionable implications for the design of
communications, advocacy strategies and programmes.
