The PEER Unit worked with PSI in Rwanda both to gain a more in-depth understanding of rural sex-workers and rural youth; and to use the approach to provide an evidence base for designing awareness raising and interpersonal communications programmes for rural youth and sex-workers. PEER provided key insights into risk behaviour and obstacles to behaviour change among the target groups. The PEER Unit adapted the tool for use in the local setting and using a capacity building approach, conducted the research over two months. The work developed an evidence base from which to design a communications strategy and creating brief. Recommendations for strategy were developed through a participatory workshop involving Options consultants, PSI research, communications and programme departments. The stories and narratives generated by the PEER study have been used in the design of national youth awareness programme which uses mixed media including: radio soap operas, magazine stories, and peer education.
