David has over 20 years' experience in international health policy with a focus on the role of the private sector in health systems development. David has worked extensively on the role of the private sector in policy formulation and health planning, health financing, and scaling-up access to services with a particular emphasis on the technical areas of health systems strengthening, safe motherhood, sexual and reproductive health and HIV and AIDS.  He has specialist knowledge of and interest in support to orphans and vulnerable children, and in harnessing the capacity of the private sector to reach the poor.  David is one of the leading international experts in output-based aid including voucher schemes, cash transfer systems, performance-related pay and social health insurance.

David has experience working with a wide range of international donors including KfW, WB and GPOBA, DFID, GTZ and EC, and has extensive experience working alongside government and the private sector throughout Asia and Africa. David works in all areas of project cycle management including project appraisal and design, development of strategic frameworks, project monitoring and evaluation. He provides expert Technical Assistance on behalf of Governments and donors.  He has a wide range of country experience, particularly in Southern and Eastern Africa, and South Asia.
